Federal regulators identified a string of safety lapses that led to the blast in 52 feet of water off the coast of Louisiana.Black Elk Energy's platform. A worker ignited oil vapors while welding pipe, triggering a chain reaction that caused oil tanks to explode. The platform was supposedly shut in because of only water production. The violations are ruled towards the Outer Continental Shelf Lands Act.

1. [Africa]Cameroon and Chad Oil spill dispute resulted in the government charging the CNPC with near 1/3 of the original sum requested because of crude oil discovered dumped in the Koudalwa region. The original sum charged was US $1.2 billion and the now sum is $400million. CNPC was also allowed to export oil by pipeline connecting Chad and Cameroon which holds at least 26 villages along the path. The crude oil was discovered to be dumped into pits in region.
China National Petroleum Company has had a license to produce since 2009.
Residents say an environmental impact assessment was not properly performed in one month.

A major oil pipeline spill last year in Saskatchewan cost $107 million to clean up.
About 90,000 litres of heavy crude and diluent leaked into theNorth Saskatchewan River last July, jeopardizing drinking water supplies for thousands of people downstream. 17,000 bbls have been recovered.
Husky Energy (TSX:HSE) said ground movement was to blame for the pipeline rupture.
TheSaskatchewan government is also investigating.

2.[Dakota North America] Pipeline review - Standing Rock Sioux is alive with activity. People are protesting from out of state to instate residents to prevent an oil pipeline. An emergency evacuation is ordered for the Oceti Sakowin protest camp.
An ecological issue highlighted is that the environmental assessment has been neglected.
Part of this 1.25-mile section will run under Lake Oahe, a Missouri River reservoir in North Dakota just upstream of the Standing Rock Sioux Tribe reservation. The Army Corps says the area is federally owned land but the Standing Rock Sioux Tribe cites 1851 treaty.
The tribe, which claims its members were never meaningfully consulted before construction began, sued in July to block the $3.8 billion Dakota Access Pipeline.
The tribe says that the pipeline desecrates the lake.
This court cannot wait until the harm begins to issue equitable relief.
When the free exercise of religion is at stake, a threat certain to that right is enough to constitute irreparable harm,” the Cheyenne River Sioux Tribe stated in a court document.
The protesters, call themselves “water protectors,” argue that the pipeline will threaten the reservation’s water supply and traverse culturally sacred sites.
The Keystone XL pipeline is supposed to go on planned as well.
